The Humane Society of Loudoun County sponsors a low-cost dog and cat spay/neuter program for Loudoun County residents to assist in controlling the homeless pet population in Loudoun County, VA. We're proud that it is one of our most important and frequently used programs. Through our spay/neuter program*, residents of Loudoun County pay a significantly reduced fee to have your dog and/or cat spayed/neutered when using a participating veterinarian.

Note: Reduced spay/neuter fees are available only to Loudoun County residents and the reduced fee applies only to the actual spay/neuter procedure and does not include required shots or other procedures that may be recommended by the participating veterinarian.

We need everyone´s help to continue this work. HSLC is an all volunteer organization. We do not operate a shelter or do we receive any federal, state, or county funds to support this program.

What to do to use the Spay/Neuter Program:
   NOTE: allow 2-3 weeks to process the certificates. Certificates CANNOT be faxed!!

  1. Send the required items to the Humane Society of Loudoun County in order to receive a certificate.

  2. Required items:
    1. Money order or check made out to “HSLC” for the appropriate amounts as indicated above, according to the procedure required (male/female, etc).
    2. Self-addressed, STAMPED, #10 (business) envelope (for certificate to be sent to you)
    3. List of the requested procedure as follows:
      1. Spay (female) or Neuter (male)
      2. Type of animal (cat, dog, other)
      3. If female, is the animal in heat or suspected of pregnancy? (additional charges may apply)
      4. If a dog, how many pounds does the dog weigh? (see above for charges according to weight)
    4. Include: Name, address, telephone number and email address for any issues/questions.

  3. After receiving your check and self-addressed, stamped envelope, you will receive via return mail a "Green Sheet" certificate that includes a list of participating veterinarians. Your "Green Sheet" certificate authorizes the appropriate procedure with a participating veterinarian.

You will receive your "Green Sheet" certificate, along with a list of participating veterinarians, in approximately two-three weeks. We are an all-volunteer organization, so please be patient. You should then work directly with the participating veterinarian* of your choice to set a date/time for the spay/neuter. You'll surrender the "Green Sheet" certificate when you take your pet for spay/neuter surgery. The certificate authorizes the veterinarian to bill HSLC directly for payment of the spay/neuter procedure only.

  • Terms/Conditions:
    • Certificates are valid for a period of ONE (1) YEAR
    • Recipient must be a resident of Loudoun County, VA
    • Certificates may not be used in conjunction with any cosmetic procedure, including declawing
    • Recipient is responsible for discussing any and all charges associated with this procedure with the selected, participating veterinarian no less than 2 weeks prior to the procedure.
    • Proof that animals are current on all vaccinations may be required by the veterinarian
    • Certificate entitles recipient to the surgery and anesthesia ONLY. Recipient is responsible to the participating veterinarian for any and all additional charges.
    • $25 fee is charged for all returned checks
    • If a stamped envelope is not received, requests will be return unfulfilled
    • Participating veterinarians have the right not to accept this certificate, at their discretion, if animal was purchased through a breeder
    • Participation in this program will add you to the HSLC mailing list for the year following the purchase of the certificate
